Stimulus or Chicago "machine" politics on a national scale

It appears in spreading around the "stimulus" bill the dollars are going mainly to districts and states that were battleground areas on a higher dollars per capita than states that voted for Obama%, does anyone doubt that this is anything less than the old "spoils" system, the "spoils" are the dollars which will have to be paid back by your children and grandchildren but will be spent in the next 4 years to guarantee the 200 and 2012 elections. This is not stimulate the economy, it is to stimulate you to vote Democrat, period. Florida, Oregon and North Carolina are battling double digit unemployment, but since they are solidly in the tank for the Dems will get little per capita. O n the other hand, states that Obama would like to win next time like North Dakota and South Dakota, will receive large amounts per capita , despite having unemployment rates below the national average. Wyoming which has the lowest 3.9% unemployment rates in teh country will get $1,074 per resident. Nevada where uneployment is 11.3% 167 billion dollars was spread out to the states and they are using it not to start "shovel ready" projects, even though 80% of the people laid off were men. Instead the money is going primarily into apron ready jobs, jobs for women in social work, teaching and healthcare. Unfortunately, those are the areas that had the smallest amount of layoffs. So the stimulus package is going mainly to preserve existing jobs in the auto and government sectors, while the men in construction and manufacturing are left high and dry.
This is as a direct result of a coalition of women's group who went to the Administration, and changed the original "shovel-ready" stimulus bill, to preserving women's jobs. The bill was then put together in the middle of the night and Congressmen were not furnished with copies or time to read it, before they passed it. This is a Pelosi bill all the way, even Harry Reid did not have as much influence in crafting the bill. When the administration disagreed with Nancy Pelosi, Rahm emmanuel bulled her, but in the end, on most things Pelosi and the women's groups held sway.
